A.
A cover shall be secured to the vehicle bed in a manner to prevent:
(1)
Part of the vehicle load from blowing, falling, or spilling out of the vehicle;
(2)
The cover from blowing off the vehicle.
B.
Securement hardware shall be:
(1)
Of sufficient strength to prevent the cover from blowing off the vehicle or permitting any part of the load from blowing, falling, or spilling out of the bed of the vehicle;
(2)
Maintained in a good state of repair.
