An applicant for a certificate of title for a kit trailer shall provide the Administration with: A certificate of origin; An application for a certificate of title; and A bill of sale or receipt. The Administration shall refuse to issue a title if the: Required documents and information are not furnished or are incomplete; or Applicant's signature is signed by an individual to whom power of attorney is granted and the power of attorney is not furnished.
