A notice of a proposed suspension by the Administration of a vehicle registration for failure to pay a toll violation shall:
A.
Be in writing;
B.
Be personally served on the registered owner by U.S. mail sent to the registered owner at the address of the individual on record with the Administration;
C.
State the reason for the suspension; and
D.
Advise the individual that all toll violations must be resolved with the Authority before the suspension may be lifted.
