A contractor and a participant shall: Maintain all records and documents relating to vehicle title and registration transactions for 5 years from the time an activity takes place; Make all records and documents available for inspection by authorized representatives of the Administration and law enforcement agencies during normal business hours without advance notification; and Provide a terminal to the Administration for accessing the electronic system. The Administration shall develop a program for the audit of both contractors and participants.
