“Administration” means the Motor Vehicle Administration. “Donor designation” means the Motor Vehicle Administration's official issued decal designating that a donor certification is on file with the Administration, authorizing legal removal of needed body organs upon death. “Unauthorized addition” means any bar code, designation, or sticker not duly authorized by the Administration.
