An applicant applying to add a hazardous materials endorsement to an existing commercial driver's license is required to show evidence that the applicant meets the physical qualifications specified for interstate or intrastate operation, as appropriate. An applicant applying to add a passenger endorsement to an existing commercial driver's license is required to show evidence that the applicant meets the physical qualifications specified for interstate, intrastate, or school vehicle operation.
