A.
An inmate and the inmate’s intended spouse shall comply with minimum requirements established by State and local statute and regulation concerning eligibility to marry.
B.
An inmate may not marry:
(1)
An employee; or
(2)
Another inmate.
C.
An inmate shall be mentally competent according to State law.
