If mail is received for an incarcerated individual for whom no forwarding address is available, or if an incarcerated individual has escaped or died, staff shall return the first-class and legal mail to the sender. Unless the postal endorsement requires forwarding or return to sender, staff shall discard undeliverable second-class and third-class mail addressed to an incarcerated individual not assigned to the correctional facility.
