Regulation .03 Parties.

The governing authority shall be a party to all proceedings concerning the closure or cessation of operations of an adult place of confinement.

The Commission may admit as a party any person, agency, or other entity which has submitted a written request to be a party, and the rights of which may be substantially affected by the outcome of the proceedings before the Commission.
