These regulations apply to:
A.
The executive branch of State government;
B.
A local criminal justice agency that is not in the judicial branch of government;
C.
An individual, agency, or organization with an agreement with the Secretary, Department of Public Safety and Correctional Services, for access to criminal history record information; and
D.
An individual who is the subject of CHRI.
