An individual, public or private educational association, corporation, or institution of higher education may not offer an educator preparation program without obtaining the permission of the Commission and the Department by meeting the requirements of this chapter. The Department may allow a provider to operate an educator preparation program if: The Commission has granted a Maryland institution preparing educators approval to operate in Maryland as applicable; and The provider obtains and continues to hold accreditation from a national accreditation organization recognized by the Department and the Commission, or meets the approval requirements as outlined in this chapter.
