The Division, with the active participation of the Committee, shall develop policies and procedures as required to assure the efficient operation and administration of the program. The policies and procedures shall be contained in an Administrative Manual which shall be binding on both the Division and the vendors. The Division and the Committee shall review the Manual every 3 years.
