The MICRB shall meet at least four times during the calendar year. Representation from three of the organizations shall constitute a quorum. In the absence of the chairman, another regular member shall act as chairman. The MICRB shall prepare the minutes of all meetings. The member representatives shall be the five individuals designated by the recommending organizations. The designated alternate shall vote only in the absence of a member.
