The parties shall consist of: The institution of postsecondary education or the individual requesting the hearing; A person entitled as of right to participate as a party; A person who applies for and is granted leave to participate as a party upon a satisfactory showing of interest in the matter, including a person admitted as a party for a limited purpose; and The Secretary. Representation. An individual may represent himself or herself. A person other than an individual shall be represented by an attorney authorized to practice law in Maryland. Authorized representatives shall enter an appearance with the Secretary or the Commission, as appropriate, and shall be copied on all notices, pleadings, and other correspondence. Unless an appearance is withdrawn in writing, all notices, pleadings, and other correspondence required to be sent to a party shall be sent to the party's representative of record.
