In determining the amount of financial penalty to be imposed, an administrative law judge shall consider the following: The seriousness of the violation; The good faith of the violator; The harmful effect of the violation on the public or the harmful effect of the violator's actions on the investigatory process of the Commission on Human Relations; and The assets of the violator.
