A.
This chapter does not apply to the following:
(1)
Contracts with or procurement from:
(a)
A State agency or unit,
(b)
A political subdivision of the State,
(c)
An agency of a political subdivision of the State,
(d)
A government, including the government of another state or the United States,
(e)
An agency or political subdivision of the State, or
(f)
A bistate, multistate, bicounty, or multicounty governmental agency;
(2)
Acquisition of real property or a permanent or temporary interest in real estate;
(3)
Disposal of real or personal property; or
(4)
Contracts or purchases that were originally procured by a federal, state or local government agency or entity, pursuant to the procurement laws and regulations of the procuring entity.
