Develop a FOA;

Establish an application process, requirements, and criteria for each FOA;

Receive and evaluate a grant application;

Offer a grant;

Receive and evaluate requests for cost sharing or matching to be used in a proposal for a federal grant;

Offer a grant for all or a portion of a grantee’s cost sharing or matching for a federal grant;

Terminate a grant; or

Require repayment of a grant for noncompliance.
