The Service shall have a human resources system. The Human Resources Division of the Service shall administer and manage the human resources system. The Human Resources Division shall maintain records that: Document any action affecting the status of an employee; and Are required to be maintained by law. The Board may adopt policies and procedures for administering the human resources system and shall maintain records of the policies and procedures.
