Applicability. The Authority may award a procurement contract to a sole source without competition: When a requirement is available from only a single source or vendor; or To retain confidential services: To advise the Authority in connection with threatened or pending litigation; or For the appraisal of real property contemplated for acquisition by the Authority. Determination. A determination to make a procurement by sole source without competition shall be made by the Executive Director based on a finding that a sole source procurement is in the Authority’s best interest.
