Unless otherwise authorized, school construction procurement contracts shall be awarded by one of the following methods: Competitive sealed bidding, including competitive multistep sealed bidding; Quality-based selection; Competitive negotiation; Unsolicited proposals; Intergovernmental cooperative purchasing; Sole source; or Negotiated award after unsatisfactory competitive sealed bidding.
