A person who violates any provision of these regulations is subject to the following penalties or fines:
A.
First offense: Upon conviction, a fine not exceeding $500, or imprisonment not exceeding 3 months, or both.
B.
Second or subsequent offense: Upon conviction, a fine not exceeding $1,000, or imprisonment not exceeding 1 year, or both.
