The Secretary may: Refuse to certify the turf grass of a participant who violates any provision of this chapter. Revoke or suspend from the certification program a participant who violates any provision of this chapter. However, before a suspension or revocation from the certification program may occur, the Secretary shall give the participant written notice of the violation and an opportunity to be heard pursuant to COMAR 15.01.01.
