In these regulations, the following terms have the meanings indicated. Terms Defined. “Board” means the Horse Industry Board. “Horse Establishment” means an establishment that solicits or offers the public any of the following activities: A boarding stable; A lesson or rental stable; or A rescue or sanctuary stable. “Operator's license” means that license that the Board has issued entitling a person to operate and maintain a horse establishment.
