An applicant for a license to engage in the business of providing a nutrient management plan as provided by this chapter shall do the following:
A.
Submit to the Department an application on the form the Department requires;
B.
Pay, except for a government agency, the applicable fee;
C.
Have at least one individual who is a certified nutrient management consultant as provided by this chapter working under the license; and
D.
Agree to comply with the requirements of this chapter.
