Regulation .09 General Order of Proceedings.

Start of Proceeding. At the start of the proceedings, the Secretary shall:

(1)

Briefly explain the purpose and nature of the hearing; and

(2)

State the order of presentation of evidence.

Preliminary Matters. The Secretary may allow the parties, before presentation of evidence, to:

(1)

Present preliminary matters; and

(2)

Make opening statements.
