Regulation .13 Interpreters.

Appointment. If a party or witness cannot readily hear, speak, or understand spoken or written English, the Secretary shall arrange for a qualified interpreter to provide assistance during the hearing.

Oath or Affirmation. The interpreter shall take an oath or affirm that he or she will accurately translate.
