An application may be rejected for cause before the date of establishment of the eligible list for the class or the position for which it is filed. The following are sufficient cause for rejecting an application though rejection may be for other causes permitted by law: The applicant does not meet the minimum qualifications of the position or classification; The applicant does not meet selective qualifications or limitations, or both, on selection as applicable; or In the case of a promotional examination, the applicant is a temporary employee or a special appointment. An applicant whose application is rejected shall be notified of that action.
