Types. A demotion may be made: Voluntarily; As a form of discipline; or Pursuant to State Personnel and Pensions Article, §11-304, Annotated Code of Maryland. Appeals. An employee may appeal a demotion pursuant to State Personnel and Pensions Article, §11-109, 11-303, or 11-304, Annotated Code of Maryland.
