Each appointing authority shall assure that training is provided to all of the appointing authority's employees who are involved in the implementation of this chapter. All training programs shall be subject to prior approval of the Secretary. Training shall include, but is not limited to, all of the following: Conditions for testing for illegal use of drugs; Identification of sensitive classifications or sensitive positions, which require random testing for illegal use of drugs; Notification procedures; Testing protocols, including specimen collection and chain of custody; Impact of positive test results upon applicants, employees, and the appointing authority; Appeal rights; and Confidentiality requirements.
