Training is provided to employees in order to:
A.
Develop employees according to their capabilities;
B.
Train employees to perform their official duties with maximum efficiency;
C.
Increase and enhance the retention of employees in State service and meet the State's personnel needs; and
D.
Train managers and supervisors to be knowledgeable and skilled in the fair application of laws, regulations, and guidelines.
