Any person whose application is denied under Regulations .10—.16 of this chapter may:
A.
File a grievance, if otherwise permitted to do so, in accordance with COMAR 17.04.06;
B.
File a petition for declaratory ruling in accordance with COMAR 17.02.02; or
C.
Seek judicial review in accordance with the Act.
