Except as exempted in Public Utilities Companies Article, §7-703, Annotated Code of Maryland, this subtitle applies to:
A.
All suppliers that sell electricity at retail in Maryland; and
B.
Any renewable energy facility participating in the Renewable Energy Portfolio Standard Program.
