The applicant shall file: A set of complete plans and specifications as approved by the local public works or sanitary authority and the Department of the Environment for the proposed water system, sewage disposal system, or both; A copy of the State construction permit; A copy of the discharge permit, if applicable; A copy of the water appropriation permit if applicable; and Copies of any other necessary and appropriate federal, State, or local permits.
