The applicant shall furnish or pay for, or both, as elected by the utility:
A.
Rights-of-way and easements in accordance with Regulation .03 of this chapter;
B.
Required suitable conduit systems; and
C.
Opening, resurfacing, and repaving of paved surfaces.
