In this chapter, the following words have the meanings indicated. Terms Defined. “Claim” means a complaint by a contractor or by a procurement agency relating to a contract subject to this title, except a real property lease. “Reviewing authority” means: With respect to the Department of Transportation, the Administrator or designee; With respect to any other procurement agency, the agency head or designee.
