This chapter provides that maximum contracting opportunities be extended to veteran-owned small business enterprises, as both prime contractors and subcontractors, and establishes that:
A.
Each procurement agency shall structure its procedures for making procurements to try to achieve an overall minimum of 3 percent of the unit's total dollar value of all procurement contracts made directly or indirectly with veteran-owned small business enterprises; and
B.
The requirements of this chapter may be applied to individual task orders competitively procured among contractors under a master contract as provided in COMAR 21.05.13.05.
