A.
This chapter supplements the notice and hearing requirements of the:
(1)
Administrative Procedure Act, State Government Article, Title 10, Subtitle 2, Annotated Code of Maryland; and
(2)
Regulations issued by the Office of Administrative Hearings in COMAR 28.02.01.
B.
In the event of a conflict with COMAR 28.02.01, the provisions set forth in this chapter control the conduct of a hearing.
