The Department shall establish and maintain a stormwater pollution control project priority list. The selection criteria for grant awards shall provide the basis for developing the project priority list. These criteria shall include: The local water quality impacts caused by existing stormwater runoff conditions; Previous efforts expended to correct any existing stormwater problem; The level of pollution control provided by a proposed project; Over-all project cost; The applicant's ability and commitment to: Inspect and review construction performance, Provide the 25 percent match through funds or in-kind services and fulfill all grant conditions, Assure accountability for all funds awarded; Innovative or alternative nature of the project; Public visibility of the completed project.
