A.
The Department shall administer the National Pollutant Discharge Elimination System (NPDES) program as part of its own discharge permit system.
B.
This administration shall be in accordance with:
(1)
Environment Article, Title 9, Annotated Code of Maryland;
(2)
This chapter; and
(3)
The Federal Act.
