The Department shall provide notice, and an opportunity for comment and a hearing, if requested, for NPDES and State discharge permits that propose to allow trading under this chapter in accordance with the federal Clean Water Act and Environment Article, Annotated Code of Maryland, for new permits or modification of existing permits, as applicable. The Department shall report all credit trades by a stormwater point source permittee annually, and make the report available to the public on the Registry.
