Applicability. Except as provided in Regulation .01 of this chapter, this regulation and Regulations .08—.11 of this chapter apply to the owners and operators of all interim status facilities. Closure Performance Standard. The owner or operator shall close the facility in a manner that: Minimizes the need for further maintenance; Controls, minimizes, or eliminates, to the extent necessary to protect human health and the environment, post-closure escape of hazardous waste, hazardous constituents, leachate, contaminated run-off, or hazardous waste decomposition products to the ground or surface waters or to the atmosphere; and Complies with the closure requirements of this chapter, including, but not limited to, those contained in Regulations .17—.26, .28, and .29 of this chapter.
