The Department shall employ qualified inspectors and other personnel to enforce the Act, these regulations, and permit conditions. Criteria for qualifying as an inspector shall include the following: A college degree in mining engineering, civil engineering, geology, hydrology, agronomy, forestry, biology, or any of the physical or earth sciences; or A working knowledge of erosion and sediment control technology, health, safety, earth moving, or any other field pertinent to surface mining activities.
