A.
Every provision of this subtitle constitutes part of the “criteria for program development” within the meaning and intent of Natural Resources Article, §8-1808(d), whether that provision is termed a “definition”, “general policy”, “policy”, or “criteria”.
B.
Unless the context specifically provides otherwise or construction of the text would be rendered unreasonable, in this subtitle:
(1)
All words importing one gender include and apply to the other gender; and
(2)
The singular includes the plural and vice versa.
