The windshield wipers shall be inspected for: Operation; Control; Condition of blades and arms; and Any missing part. Do not certify if: The wipers are inoperative or cannot be controlled or operated by the driver; There is an arm broken or missing; There is insufficient tension on the arm to hold the blade against windshield; The blades are excessively worn or deteriorated and do not clean the windshield; The wipers are incapable of cleaning the original arc on the windshield; or The arms fail to return to park position.
