Upon receipt of a properly completed application, the Secretary shall conduct an investigation of the applicant for the purpose of determining whether the applicant possesses the qualifications for a license and whether the information and statements on the application are true and accurate. Information discovered during the investigation may be used against an applicant who has provided false or misleading information or has omitted information on the application.
