Except as otherwise specifically provided, this chapter applies to all:
A.
Medicare supplement policies and subscriber contracts delivered or issued for delivery in this State before July 1, 1992; and
B.
Certificates issued under group Medicare supplement policies or subscriber contracts if the certificates were delivered or issued for delivery in this State before July 1, 1992.
