A.
The parties shall consist of:
(1)
The party requesting the hearing;
(2)
A person entitled as of right to participate as a party; and
(3)
A person who applies for and is granted leave to participate as a party upon a satisfactory showing of interest in the matter, including a person admitted as a party for a limited purpose.
B.
Parties shall have the right to:
(1)
Appear in proper person or by or with counsel;
(2)
Be accompanied, represented, and advised by counsel.
