A local government agency may apply for State funds under the Elderly Citizen Activities Centers Capital Improvement Grants Program, if the applicant is eligible to receive funding under Title III of the Older Americans Act, 42 U.S.C. §3001 et seq. A local government agency may apply for a grant to subgrant to a nonprofit organization. Before submitting the application, an applicant which is not an area agency on aging shall have its proposed project reviewed by the area agency on aging, and shall submit a letter of recommendation from that agency with its proposal.
