To make in-kind contributions to a candidate, a central committee of a political party:
A.
Shall use contributions or transfers received pursuant to Election Law Article, §§13-226 and 13-227, Annotated Code of Maryland; and
B.
May not use funds not received in accordance with the contribution limits of Election Law Article, §§13-226 and 13-227, Annotated Code of Maryland.
