An approving authority shall respond initially to review comments through the Clearinghouse. The Clearinghouse is available to assist in resolving disagreements, although approving authorities should work directly with concerned reviewers in this regard. If an approving authority indicates that it cannot accommodate review comments, the Clearinghouse shall immediately contact affected parties to determine whether they want to request a reconsideration by the approving authority. If affected parties express interest in requesting reconsideration, the Clearinghouse shall prepare the necessary correspondence.
